With reference to your letters of the 16th November last and 25th ultimo, No.39267-05, respecting the Hong Kong Order No.5 of 1905, I am directed by the Board of Trade to state for the information of the Earl of Elgin that they have no objection to the Ordinance, but would call attention to the following points of detail:
Clause 4. The last five lines after the words "Principal Ordinance" would appear to be redundant having regard to the Regulations contained in Table E of the Schedule to the Principal Ordinance.
Clause 5 (b) The two white lights prescribed for junks under way are somewhat similar to those required to be used by junks over 150 feet in length when at anchor; and if it is found in practice that there is risk of confusion it is assumed that the Hong Kong Government will consider the question of amending the rule as to anchor lights.
Clause 9. The word "tenth". Clause 10. The words "tenth" and "eleventh". These references do not accord with the copies of the Principal Ordinance which have been forwarded to this Department.
